RLM Underground, founded in 2016 by Richard Lee Mudd, is a family-owned telecommunications construction company specializing in underground and aerial construction, fiber optic deployment, small cell engineering and telecommunications infrastructure.

From our headquarters in Kansas City, we manage projects nationwide — from underground boring, drilling and trenching to aerial construction and full-scale engineering solutions. We work closely with telecom carriers, city utilities and general contractors, providing reliable, timely and cost-effective solutions.
Our hands-on approach and commitment to excellence have helped us grow quickly, securing over 30 contracts across multiple states, including Ohio, Nevada, Oklahoma, Illinois and Kentucky.

Our journey
From Kansas City
to nationwide impact.
Starting in Kansas City, RLM Underground has grown into a nationwide player in telecommunications construction. Our national recognition highlights our innovative approach to solving industry challenges, including the 2024 Inc. Regionals List, the Kansas Department of Commerce and the Stevie Awards.
Connecting underserved communities
One of RLM Underground's proudest accomplishments is our role in bridging the digital divide. Our $2 million fiber installation project from Lenexa to Leavenworth, Kansas, delivered high-speed internet to multiple small towns that larger telecom providers previously left behind. By connecting homes, schools and businesses with fiber-optic infrastructure, we give rural communities access to the connectivity that education, healthcare and economic growth now depend on.

In an industry where less than 5% of the workforce is millennial-led, we foster a collaborative environment where experienced professionals share their knowledge with the next generation. We're also deeply committed to the communities we serve — through partnerships with organizations like the National Utility Contractors Association (NUCA), Big Brothers Big Sisters of Kansas City and the Kansas City Chiefs.
